(a) F unds appropriated for bilateral assistance in titles I II through V I of this Act and funds appropriated under any such heading in a provision of law enacted prior to the enact - ment of this Act, shall not be made available to any country which the President determines — (1) grants sanctuary from prosecution to any individual or group which has committed an act of international terrorism
or (2) otherwise supports international terrorism. (b) T he President may waive the application of subsection (a) to a country if the President determines that national security or humanitarian reasons j ustify such waiver

d, That the President shall publish each such waiver in the Federal R egister and, at least 1 5 days before the waiver takes effect, shall notify the Committees on Appropriations of the waiver (including the justification for the waiver) in accordance with the regular notifica- tion procedures of the Committees on Appropriations. Funds appropriated by this Act, except funds appro- priated under the heading ‘ ‘Trade and D evelopment Agency ’ ’, may be obligated and expended notwithstanding section 10 of Public L aw 91 –6 72, section 15 of the State Department B asic Authorities Act of 1956, section 313 of the Foreign Relations Authori z ation Act, Fiscal Y ears 199 4 and 1995 (Public Law 103–236), and section 504(a)(1) of the N ational Security Act of 1947 (50 U.S.C. 414(a)(1)). D E F INITION OF PRO G RAM, PRO J ECT, AND ACTI V IT Y SEC. 7024. For the purpose of titles II through VI of this Act ‘‘program, project, and activity’’ shall be defined at the appro- priations Act account level and shall include all appropriations and authorizations Acts funding directives, ceilings, and limitations with the exception that for the following accounts: ‘‘ E conomic Sup- port Fund’’ and ‘‘Foreign M ilitary Financing Program’’, ‘‘program, project, and activity’’ shall also be considered to include country, regional, and central program level funding within each such account; for the development assistance accounts of the United States Agency for International Development ‘‘program, project, and activity’’ shall also be considered to include central, country, regional, and program level funding, either as: (1) justified to the Reports.D e adlin e.
