(a) A ny agency receiving f u nds made availa b le in this Act , shall, sub j ect to subsections (b) and (c), p ost on the public w ebsite of that agency any report re q uired to be submitted by the C ongress in this or any other Act, upon the determination by the head of the agency that it shall serve the national interest. (b) Subsection (a) shall not apply to a report if — (1) the public posting of the report compromises national security

or (2) the report contains proprietary information. (c) T he head of the agency posting such report shall do so only after such report has been made available to the requesting Committee or Committees of Congress for no less than 4 5 days. SEC. 8115. (a) I t is the sense of Congress that— (1) All of the N ational Nuclear Security Administration sites, including the Nevada Test Site can play an effective and essential role in developing and demonstrating— (A) innovative and effective methods for treaty verification and the detection of nuclear weapons and other materials; and ( B ) related threat reduction technologies; and (2) the Administrator for Nuclear Security should e x pand the mission of the Nevada Test Site to carry out the role described in paragraph (1), including by— (A) fully utili z ing the inherent capabilities and uniquely secure location of the Site; (B) continuing to support the Nation ’ s nuclear weapons program and other national security programs; and (C) renaming the Site to reflect the expanded mission of the Site. (b) Not later than one year after the date of the enactment of this Act, the Administrator for Nuclear Security shall submit to the congressional defense committees and the Subcommittees on E nergy and W ater D evelopment of the Committees on Appropria - tions a plan for improving the infrastructure of the Nevada Test Site of the National Nuclear Security Administration and, if the Administrator deems appropriate, all other sites under the jurisdic- tion of the National Nuclear Security Administration— (1) to fulfill the expanded mission of the Site described in subsection (a); and (2) to ma k e the Site available to support the threat reduc- tion programs of the entire national security community, including threat reduction programs of the National Nuclear Security Administration, the Defense Threat R eduction Agency, the Department of H omeland Security, and other agencies as appropriate. SEC. 811 6 . (a) None of the funds appropriated or otherwise made available by this Act may be expended for any F ederal con- tract for an amount in excess of $ 1, 0 00,000 that is awarded more than 60 days after the effective date of this Act, unless the con- tractor agrees not to

(1) enter into any agreement with any of its employees or independent contractors that requires, as a condition of employment, that the employee or independent contractor agree to resolve through arbitration any claim under title V II of the Civil Rights Act of 1 9 64 or any tort related to or arising Contrac t s.Timep erio d .
