C . 1484 and 148 6 , $ 18,269,000, to remain available until e x pended, for direct farm labor housing loans and domestic farm labor housing grants and contracts. RURAL COMMUN I T Y FACILITI ES PROGRAM ACCOUNT ( INCLU D ING TRANSFERS OF FUNDS ) For the cost of direct loans, loan guarantees, and grants for rural community facilities programs as authorized by section 3 06 and described in section 381E ( d ) (1) of the Consolidated Farm and Rural D evelopment Act, $63,830,000, to remain available until expended: Provided, That $6,2 5 6,000 of the amount appropriated under this heading shall be available for a Rural Community Development I nitiative: Provided further, That such funds shall be used solely to develop the capacity and ability of private, non- profit community-based housing and community development organizations, low-income rural communities, and Federally Recog- nized N ative American Tribes to underta k e projects to improve housing, community facilities, community and economic develop- ment projects in rural areas: Provided further, That such funds shall be made available to q ualified private, nonprofit and public intermediary organizations proposing to carry out a program of financial and technical assistance: Provided further, That such inter- mediary organizations shall provide matching funds from other sources, including Federal funds for related activities, in an amount not less than funds provided: Provided further, That $10,000,000 of the amount appropriated under this heading shall be to provide grants for facilities in rural communities with extreme unemploy- ment and severe economic depression (Public Law 106–387), with up to 5 percent for administration and capacity building in the State rural development offices: Provided further, That $3,972,000 of the amount appropriated under this heading shall be available for community facilities grants to tribal colleges, as authorized by section 306(a)(19) of such Act: Provided further, That not to exceed $1,000,000 of the amount appropriated under this heading shall be available through J une 30, 2009, for authorized empower- ment zones and enterprise communities and communities des- ignated by the Secretary of Agriculture as Rural Economic Area Partnership Zones for the rural community programs described in section 381E(d)(1) of the Consolidated Farm and Rural Develop- ment Act: Provided further, That sections 381E–H and 381N of the Consolidated Farm and Rural Development Act are not applicable to the funds made available under this heading: Provided further, That any prior balances in the Rural Development, Rural Community Advancement Program account for programs authorized
