d fu r th er ,T hat prior to the obligation of funds pursuant to the previous proviso and after consultation with other relevant F ederal departments and agencies, the C ommittees on A ppropriations, and relevant non- governmental organi z ations, the Administrator of the U nited S tates Agency for I nternational D evelopment shall submit to the Commit- tees on Appropriations a strategy for achieving the goals of funding for global food security programs, specifying the intended country beneficiaries, amounts of funding, types of activities to be funded, and e x pected q uantifiable results: Provided further, That of the funds appropriated under this heading for agricultural development programs, not less than $7 , 0 00,000 shall be made available for a United States contribution to the endowment of the G lobal Crop Diversity Trust pursuant to section 32 02 of P ublic L aw 1 10 – 2 46

Provided further, That of the funds appropriated under this heading, not less than $1 5 ,000,000 shall be made available for programs to improve women ’ s leadership capacity in recipient countries .INTER N A TI O NA LD I S ASTER ASSISTAN C E For necessary expenses to carry out the provisions of section 4 9 1 of the Foreign Assistance Act of 1961 for international disaster relief, rehabilitation, and reconstruction assistance, $350,000,000, to remain available until expended. TRANSITION INITIATI V ES For necessary expenses for international disaster rehabilitation and reconstruction assistance pursuant to section 491 of the Foreign Assistance Act of 1961, $50,000,000, to remain available until expended, to support transition to democracy and to long-term development of countries in crisis: Provided, That such support may include assistance to develop, strengthen, or preserve demo- cratic institutions and processes, revitalize basic infrastructure, and foster the peaceful resolution of conflict: Provided further, That the United States Agency for International Development shall submit a report to the Committees on Appropriations at least 5 days prior to beginning a new program of assistance: Provided further, That if the President determines that it is important to the national interests of the United States to provide transition assistance in excess of the amount appropriated under this heading, up to $15,000,000 of the funds appropriated by this Act to carry out the provisions of part I of the Foreign Assistance Act of 1961 may be used for purposes of this heading and under the authorities applicable to funds appropriated under this heading: Provided fur - ther, That funds made available pursuant to the previous proviso shall be made available sub j ect to prior consultation with the Committees on Appropriations. DEVELO PM ENT CREDIT A U T H ORIT Y( INCLUDIN G TRANS F ER OF FUNDS ) For the cost of direct loans and loan guarantees provided by the United States Agency for International Development, as author- ized by sections 256 and 635 of the Foreign Assistance Act of 1961, up to $25,000,000 may be derived by transfer from funds appropriated by this Act to carry out part I of such Act and under Presid e nt.R e po rts. D e a d l ine. S trate gy .
