( a ) C L EAN E NERGY. —O f the funds appropriated by title I II of this Act , not less than $1 00,000,000 shall be made available to the United States A g ency for International D evelop - ment (USAID), in addition to funds otherwise made available for such purposes, for programs and activities that reduce global warming by promoting the sustainable use of renewable energy technologies and energy efficient end-use technologies, carbon se q uestration, and carbon accounting. (b) CLIMATE C H ANGE ADA P TATION.—Of the funds appropriated by this Act, up to $10,000,000 shall be made available for a United States contribution to the L east Developed Countries F und to sup- port grants for climate change adaptation programs and activities, if the G lobal Environment Facility ma k es publicly available on its website an annual report detailing the criteria used to determine which programs and activities receive funds, the manner in which such programs and activities meet such criteria, the e x tent of local involvement in such programs and activities, the amount of funds provided, and the results achieved. (c) B IODIVER S ITY.—Of the funds appropriated by title III of this Act and by prior Acts for fiscal year 2 00 9 , not less than $19 5 ,000,000 shall be made available for programs and activities which directly protect biodiversity, including tropical forests and wildlife, in developing countries, of which not less than $25,000,000 shall be made available for USAID ’ s conservation programs in the Ama z on Basin

d ,T hat of the funds made available under this paragraph, not less than $17,500,000 shall be made available for the Congo Basin Forest P artnership of which not less than $2,500,000 shall be made available to the United States Fish and W ildlife Service for conservation programs in Africa: Pro - vided fu r th er, That funds appropriated by this Act to carry out the provisions of sections 103 through 10 6 , and chapter 4 of part II, of the Foreign Assistance Act of 1961 may be used, notwith- standing any other provision of law, for the purpose of supporting tropical forestry and biodiversity conservation activities and energy programs aimed at reducing greenhouse gas emissions: Provided further, That funds appropriated under the heading ‘ ‘Development Assistance’’ may be made available as a contribution to the Gala- pagos Invasive Species Fund. (d)(1) E X TRACTION O FN AT U RAL R ESOURCES.—The Secretary of the Treasury shall inform the managements of the international financial institutions and the public that it is the policy of the United States to oppose any assistance by such institutions (including but not limited to any loan, credit, grant, or guarantee) for the extraction and export of oil, gas, coal, timber, or other natural resource unless the government of the country has in place functioning systems for: (i) accurately accounting for payments for companies involved in the extraction and export of natural resources
(ii) the independent auditing of accounts receiving such payments and the widespread public dissemination of the findings of such audits; and (iii) verifying government receipts against com- pany payments including widespread dissemination of such pay- ment information, and disclosing such documents as H ost Govern- ment Agreements, Concession Agreements, and bidding documents, Webposting.D e adl ine.
