(b) CAPITAL INVESTMENT GRANTS.—Section 5338(c) of title 49, United States Code, is amended— (1) in paragraph (3), by striking ‘‘and’’ at the end; (2) in paragraph (4), by striking the period at the end and inserting a semicolon; and (3) by adding at the end the following: ‘‘(5) $2,000,000,000 for fiscal year 2010; and ‘‘(6) $500,000,000 for the period of October 1, 2010 through December 31, 2010.’’. (c) RESEARCH AND UNIVERSITY RESEARCH CENTERS.—Section 5338(d) of title 49, United States Code, is amended— (1) in paragraph (1), in the matter preceding subparagraph (A), by striking ‘‘and $69,750,000 for fiscal year 2009’’ and inserting ‘‘$69,750,000 for each of fiscal years 2009 and 2010, and $17,437,500 for the period beginning October 1, 2010, and ending December 31, 2010’’; and (2) by adding at the end the following: ‘‘(3) ADDITIONAL AUTHORIZATIONS.— ‘‘(A) IN GENERAL.— ‘‘(i) FISCAL YEAR 2010.—Of amounts authorized to be appropriated for fiscal year 2010 under paragraph (1), the Secretary shall allocate for each of the activities and projects described in subparagraphs (A) through (F) of paragraph (1) an amount equal to the amount allocated for fiscal year 2009 under each such subpara- graph. ‘‘(ii) OCTOBER 1, 2010 THROUGH DECEMBER 31, 2010.— Of amounts authorized to be appropriated for the period beginning October 1, 2010, through December 31, 2010, under paragraph (1), the Secretary shall allocate for each of the activities and projects described in subparagraphs (A) through (F) of paragraph (1) an amount equal to 25 percent of the amount allocated for fiscal year 2009 under each such subparagraph. ‘‘(B) UNIVERSITY CENTERS PROGRAM.— Allocations.
