Subchapter II of chapter 99 is amended by inserting in numer- ical sequence the following new heading: ‘‘ 9902.40.07 Acrylic staple fibers containing at least 85 percent by weight of acrylo- nitrile units and 2 percent or more but not more than 3 percent of water, raw white (undyed), crimped, with an average decitex of 2.2 (plus or minus 10 percent) and fiber length of 38 mm (plus or minus 10 percent) (pro- vided for in sub- heading 5503.30.00) Free No change No change On or be- fore 12/31/ 2012 .......... ’’.
