And be it further enacted, That upon cigars which shall be °i8“*`°¥ manufactured and sold, or removed for consumption or use, there shall bg assessed and collected the following taxes to be paid by the manufacturer thereof': On cigars of all descriptions, made of tobacco or any substitute thereon cigarettes. for, five dollars per thousand ; on cigarettes weighing not exceeding three pounds per thousand, one dollar and fifty cents per thousand ; when weighing exceeding three pounds per thousand, five dollars per thousand.
