Sec. 70. And be it further enacted, That it shall be the duty of all col- $i$¤¤l-lishu °Y lectors, or other chief officers of the customs, to require all sailing vessels wling v°”°1°' to be furnished with proper signahlights, as provided for by the act of April twenty-nine, eighteen hundred and sixty-four, entitled "An act fixing 1864,_ch. 69. certain rules and regulations for preventing collisions on the water," V°'·*‘ll· P· 58* and every` such vessel shall, on the approach of any steamer during the night-time, show a lighted torch upon that point or quarter to which such steamer shall be approaching. And every such vessel that shall be navi— Penalty. gated without complying with the terms of the said act of April twenty- nine, eighteen hundred and sixty-four, and the provisions of this section, shall forfeit and pay the sum of two hundred dollars, one half to go to the informer; and for which sum the vessel so navigated shall be liable, and may be seized and proceeded against by way of libel, in any district court of the United States having jurisdiction of the offence. Sec. 71. And be itjisrthor enacted, That the act entitled "An act to provide for the better security of the lives of passengers on board VCB- Repealoig sels propelled in whole or in part by steam," approved July seven, {fg ·v°h· gzieighteen hundred and thirty-eight; also, “An act to modify the acfP` ' entitled ‘An act to provide for the better security of the lives of passen· 1843, eh- 94· gers on board of vessels propelled in whole or in part by steam,' V°]"‘ l"°°°‘ approved July seven, eighteen hundred and thirty-eight," approved March three, eighteen hundred and forty-three; also, “An act to amend an act entitled ‘ An act to provide for the better security of the lives of 1852, oh. 106. passengers on board of vessels propelled in whole or in part by steam,’ V°1•‘· P' °1· and for other purposes," approved August thirty, eighteen hundred and fifty-two; also, "An act for the prevention -and punishment of frauds in relation to the names of vessels," approved May five, eighteen hundred Vl§6;,§l*·7gé and sixty-four ; also, "An act to create an additional supervising inspector °' p' ‘ of steamboats, and two local inspectors of steamboats for the collection 1664,_gh- 113- district of Memphis, Tennessee, and two local inspectors for the collection V°1' xm' p' m0' district of Oregon, and for other purposes," approved June eight, eighteen hundred and sixty-four ; also, “An act to provide [for] two assistant local inspectors of steamboats in the city of New York, and [for] two 1865,ph.9L. local inspectors at Galena, Illinois, and to reestablish the board of local V°r ““‘P‘ 51** inspectors at Wheeling; and also to amend the act approved June eight, eighteen hundred and sixty-four, entitled ‘An act to create an additional supervising inspector of steamboats, and two local inspectors of steamboats for the collection district[s] of Memphis, Tennessee, and two local inspectors for the collection district of Oregon, and for other purposes,"’ approved March three, eighteen hundred and sixty-tive; also, “An act further to provide for the safety of the lives of passengers on board of V1§66,_¤b·284-7 vessels propelled in whole or in part by steam, to regulate the salaries ° ‘ x"" P' 22 ' of steamboat inspectors, and for other purposes," approved July twenty- five, eighteen hundred and sixty-six, are all and severally hereby repealed; also, all other acts and parts of acts inconsistent with this act are hereby repealed.
