Railway-service Sec. 4020i) The Postmaster—General rrray appoint two agents to super- °8°¤*° and *h°“' intend the railway stal—service, each of whom shall be paid out of the Bm appro riation for 5:2 transportation of the mail, a salary at the rate of Ibid-, S- 35- two thousand five hundred dollars a year, with an allowance for- traveling and incidental expenses, while actively employed in the service, of not more than five dollars a day; and the Sixth Auditor shall charge to the appropriation for mail transportation the salary and per diem of the assistant superintendents of the postal railway-service; and to the alppropriation for the free-delivery system the salarv and per diem of the special agent detailed for that service; and the salary and per diem of t e special agents employed in the money—order service shal be paid out of the proceeds of that service. The Postmaster-General may establish resident mail-ageng:n{;°h‘;““° P"‘ cies at the ports of Panama and Aspinwall, in New Granada; Havana, -TL;-;- in Cuba; at Saint Thomas, and at such other foreign ports at which Ibld-¤ S- 36- United States mail—steamers touch to land and receive mails, as may, in his judgment, promote the efficiency of the foreign mail-service; and may pay the agents employed by him at such ports, out of the appropriation for transportation of the mail, a reasonab e compensation for their services, and the necessary expenses for office-rent, clerk- hire, office—furniture, and other incidentals, to be allowed him at each of such agencies. A8¢¤¢·¤ OH ml}"- Sec. 4022. The Postmaster-General may appoint an agent in charge of “°:t‘;‘°”*° i°'°‘¥“ the mail on board of each of the mail·steamers on the routes between San L Francisco, Japan, and China; between San Francisco and Honolulu, in Ibid-» B- 37- the Hawaiian Islands, and between New York and Rio Janeiro, who shall be allowed, out of the appropriation for transportation of the mail, a salary of two thousand dollirrs a year. _ Postal agencies Sec. 4023. The Postmaster-General mav establish, in connection with m (#h“'” md J“‘ the mail-steamshi service to Ja n and China, a general postal agency p].Y;____ at Shanghai, in (Shins, or at Yldkohama, in Japan, with such branc lbid·,¤-38,P-290- agencies at any other ports in China and Japan as he shall deem necessary for the prompt and efficient management of the postal service in those countries; and he may pay the postal agents employed thereat a reasonable compensation for their services, in addition to the necessary expenses for rent, furniture, clerk—hire, and incidental expenses.
