P“’““’b]°· Whereas satisfactory evidence has been given to me by the Government of His Majesty the Emperor of China, that no discriminating duties of tonnage or imposts are imposed or levied in the ports of that nation upon vessels wholly belonging to citizens of the United States, or upon the produce, manufactures, or merchandise 1mported in the same: W ¤<=m¤*¤°*i¤8 Therefore 1, Rutherford B. Hayes, President of the United States of

 ,;?§;°°;gf America, by virtue of the authority in me vested by law, do hereby detain merchandise clare and proclaim, that the foreign discriminating duties of tonnage

imported in Chi- and imposts within the United States are, and shall be, suspended and '{‘?°" "°°2‘2'“ ‘:,b° discontinued so far as respects the vessels of China and the produce, i.,`,[K°§,°.,f;° °'° manufactures and merchandise imported therein into the United States "from China, or from any other foreign country, so long as the exemption aforesaid on the part of China, of vessels belonging to citizens of the United States and their cargoes shall be continued and no longer. ln testimony whereof, I have hereunto set my hand, and caused the seal of the United States to be aihxed. Whereas objects of interest to the United States require that the Senate should be convened at twelve o’clock on the fourth of March next, Specialsession of to receive and act upon such communications as may be made to it on S°¤**·°· the part of the Executive. Now, therefore, I, Rutherford B. Hayes, President of the United States, have considered it to he my duty to issue this my proclamation, declaring that an extraordinary occasion requires the Senate of the United States to convene for the transaction of business at the Capitol, in the city of Washington, on the fourth day of March next, at twelve ofclock at noon on that day, of which all who shall at that time be engtled to act as members of that body are hereby required to take noce. Given under my hand and the seal of the United States, at Washington, the twenty-eighth day of February, in the year of our Lord [S.
