CON`Y'ENTION—WI1*TDWARD ISLANDS-MONEY-ORDERS. JULY 2, 1884, 791 Convention between the Post- Office Department of the United States of July 2 ]884_ America, and the Post- Qjfices of the several Islands at present constituting y the Government-in—Ohief of the Wiiidward Islands, consisting of the Islands of Barbadoes, Grenada, St. Vincent, Tobago and St. Lucia, com ccrning an exchange of Monejq—Orr.'ers. The Post-Otiice Department of the United States of America, and Contracting parthe Post-Oilices of the several Islands at present constituting the Gov- tmernment-in—Chiet' of the Windward Islands, consisting of the islands of Barbadoes, Grenada, St. Vincent, Tobago and St. Lucia, being desirous of establishing a system of exchange of money-orders between the several countries, the undersigned duly authorized for that purpose have agreed upon the following articles: Anerrcms 1. There shall be a regular exchange of money-orders between the Ex cb an ga of United States and each of the several Windward Islands. postal m¤¤¤y·<>r- The maximum of each order is nxed at ten pounds sterling when d""“· issued in any of the Windward Islands; and when issued in the United States, at fift y dollars in the money of the latter country. No moneyorder shall include a fractional part of a penny, or of a cent. The amount of each order must be expressed in letters in the money of the country in which payment is tobeinade. and the equivalent of the money in the issuing country must also be shewn in figures, at the rate of conversion fixed by Article 13 of the present Convention. The several Post·Offices of the Windward Islands shall, each for the Cbmmissiom Island of which it is Post-Office, have power to fix the rates of commission on all money-orders issued in such Island and the Post·0iIice Department of the United States shall have the same power in regard to all m0ney—orders issued in the United States. The Post-Oiiice of the United States shall communicate from time to time to the Post-Office of Barbadoes its tariff of charges or rates of commission, which shall be established under this Convention and the Post-Oilice of Barbadoes shall communicate from time to time to the Post Office of the United States the tariff of charges orrates of commission, which shall be established by the several Windward Islands under this Convention, and these rates shall in all cases be payable in advance by the remitters and shall not be re-payable. It is understood moreover that the Post—0Eice of any of the several Suspemsionofiscountries is authorized to suspend temporarily the exchange of money ¤¤¤· orders, in case the eourse of exchange, or any other circumstance, should give rise to abuses or cause detriment to the Postal revenue.
