N: °· United States of America in Congress assem Zed, That the Secretary hm mmm; of the Treasxuy be, and he is hereb , authorized and directed to pursiw.v1•¤¤.¤°¤- chase or otherwise provide a. suitable site and cause to be erected thereon a substantial and cormnodious building, with fireproof vaults extending to each story, for the use and accommodation of the courts of the United States, post-office, and other offices of the Government, at Asheville, North Carolina. The site and building thereon, when completed uppn plans and specifications to be previously made and atpproved y the Secretary of the Treasury, s rall not exceed in cost the sum of one hundred thousand dollars, which Am>¤‘¤v¤¤¤¤¤· said sum is hereby appropriated for that purpose out of any money in the Treasury not otherwise appropriated; nor shall any site be ¤¤¤=¤¤*¤•- purchased until estimates for the erection of a building which will furnish sufficient accommodations for the transaction o the public ‘ business, and which shall not exceed in cost the balance of the sum herein limited after the site shall have been urchased and paid for, shall have been approved by the Secretary ot) the Treasury; and no ¤mMf¤¤¤¢~ purchase of site nor place for said building shall be approved by the Secretary of the Treasury involving an expenditure exceeding the said sum of one hundred thousand ollars for site and building; and the site purchased shall leave the buildin independent and unexposed to danger from fire in adjacent builddnq by an open space of Hem- not less than forty feet, including streets and a eys: Provide , That Title, ew. no part of said sum shall be ex nded until a valid title to the said site shall be vested in the UnitedXStates, nor until the State of North Carolina shall cede to the United States exclusive jurisdiction over the same, during the time the United States shall be or remain the owner thereof, for all purposes except the administration of the criminal laws of said State and the service of civil processes therein.
