And the Chief of Engineers shall drQ({’gg°"°¤ °* have authority to temporarily remove one or more of the dredges now under the control of the Mississippi River Commission from the river below Cairo to the river from the mouth of the Ohio to and including ' the mouth of the Missouri, and to so operate the same as, in his judgment, will be most beneficial to the commerce of the whole river, and to expend, from the sum herein appropriated and authorized to be expended for the improvement of the river from the mouth of the Ohio to and including the month of the Missouri, for the maintenance and operation of such dredge or dredges from the mouth of the Ohio to and including the mouth of the Missouri, a sum not to exceed fifty thousand dollars per annum for four years.
