That upon the application of the governor of any State or Territory furnished with materrallpf Sugar under thpxprovisions of this Act or former laws o Congress the cretary of ar may detail one or more officers of the Arm}y_to,attend any encampment of the organ- , ized militia, and to give suc instruction and information to the officers mm- and men assembled in such ramp as may be requested by the governor. Such officer or officers shall immediately make a report of suc eneam - ment to the Secretary of War, who shall furnish a copy thereof to the governor of the State or Territory.
