Porter, late a captain and assistant surgeon of the §§,§“,f§,,‘,‘g‘,f,‘;PQ,‘f"°“‘ United States Army, to the position of lieutenant-colonel and deputy surgeon general, and to place him on the retired list of the Army without pay as of that rank, and the retired list is hereby increased for that purpose only: Provided, That no pay, bounty or other emolu~ em ments, either heretofore or hereafter, shall become due or payable by ‘ ' virtue of the passage of this Act.
