All funds collected by the government of the Canal Zone from ` rentals of public lands and buildings in the Canal Zone and the cities of Panama and Colon, and from the Zone postal service, and from court fees and iines, and collected or raised by taxation in whatsoever form under the laws of the overnment of the Canal Zone, are hereby appropriated until and incIuding June thirtieth, nineteen hundred an eight, as follows: The revenues derived from the postal service to the maintenance of that service; the remaining revenues, after ‘ setting aside a miscellaneous and contingent fund of ten thousand dollars, to the maintenance of the public school system in the Zone, S¤¤¤¢¤¤¤¤¢ tv C<>¤- and to public improvements within the Zone. A detailed and classigms` fied statement of all receipts and expenditures without the duplication . of items under this paragraph shall be submitted to Congress after the close of the fiscal year nineteen hundred and eight. That one hundred thousand dollars of the said appropriation for the fiscal year nineteen hundred and seven, "For skil ed and unskilled labor on the Isthmus for the departments of construction and engineering and administration," shall be transferred to the a propriation "F or skilled and unskilled labor engaged in the health and sanitation department on the Isthmus of Panama." of the same Act; that three hundred thousand dollars of the said appropriation “For skilled and unskilled labor on the Isthmus for the departments of construction and engineering and administration," shall be transferred to the appropriation “For miscellaneous expenditures " for the same departments, of the same Act; that fifty thousand dollars of the a(ppropriation "For pay of officers and employees other than skille and unskilled labor on the Isthmus, for the construction and engineering and administration departrnents,” shall be transferred to the apgropriation “For pay of officers and employees other than skilled an unskilled labor engaged in the health and sanitation de rtment on the Isthmus,” of the same Act; and that any unexpendecimbalance of the appro riation in the said bill “To continue the reequipment of the` Panama Railroad " may be paid to the Panama Railroad Company to reimburse that company for direct expenditures for equipment and §‘·’¤;j;¢;a, of Bx_ construction: Provided, That all expenses so reimbursed shall iirst be penfea approved by the Commission and then audited in all respects as if disbursed directly under the Commission. 8vS;¤g;¤;Ic¤r,g);¤%rgg¢¤q 5.
