That the appropriations made to carry into effect the pro- Sr>9•=ig•· ¤¤¤¤¤¤¤¤v visions of legislation authorizing the acquisition of land for sites for r°ifiii·ipl4so. public buildings or the enlaggement thereof, or for the construction, enlargement, extension, rem eling, or special repairs of public buildings under the control of the Treasury Department, shall be deemed to be available only for the purposes specifically enumerated in said legislation, and the Secretary of the Treasury is hereby authorized nmmms for aaand directed to submit to Congress annually detailed estimates of ’“*“*“*'*‘“‘"° "°"‘· appropriations necessary for defraying all expenses, both in the Office of the Supervising Architect and in the field, of every kind and character incident to, or requisite for, the administrative work of carrying , into effect the provisions of this or subseguent public-building Acts, so far as the same relate to ppblic buil ings under the control of the Treasur Department, suc estimates to be in addition- to and separate and apart from the estimates of appropriations providing s citically for the salaries of certain officers an employees in the (iilice of the Supervisin` Architect; that the appropriations for said eggjggjgglgg ey administrative work, when made, shall be immediately available iimmeameiy émii for such per onal services and all other expenses and supplies, “°]°‘ both for office and field work, as the Secretary of the Treasury may deem necessary and specially order or approve to carry into effect the provisions of this an subsequent cts relating to the acquisition of land for sites or the enlargement thereof, or for the construction, enlargement, extension, remodeling, or special repairs of public buildings under the control of the Treasury De artment, inclliding the annual appropriations under the control of the Supervising Architect: Pravzderl, That such persons as may be regularly 1~m.·sm. appointed and paid from such appropriations shall be subject, in all ‘“’*’°*"‘“‘°“"·“‘°· respects, to the laws, rules, and regu ations respecting entrance into or separation from the classified civil service of the United States, and shall be employed only in the Office of the Supervising Architect o1· in fieldwork of construction and repair under his su ervision and control, and the Secretary of the Treasury shall annually submit to (`on- ,,,?,f2,§;‘f‘f{}fj°"""""'· gress in the Book of Estimates a statement, showing the names of all persons whose salaries or compensation are paid from said appropriations, their duties, and the rate of compensation and the amount paid to each of them, res ctivelv: And provided further, That this Act w§{3g’$,"§;},'}¥ ·“°‘“‘ shall not be construcdts rendering unavailable for the employment of migergcggistiserggggg personal services in the Office of the Supervising Architect, or for any Somimreia. g other purpose now authorized by law, any of the appropriations or balances of appropriations made prior to July first, nineteen hundred and seven. for the acquisition of land for sites, or the enlargement thereof, or for the erection, enlargement, extension, remodeling, or special repairs of public buildings under the control of the Treasury Department, or any of the annual appropriations under the control of _ _ the Supervising Architect.
