And Whereas the Contracting Parties have, in accordance with mm°°"°°` Article V of the said Convention, deposited their ratifications of the said Convention in the archives of the Kingdom of Belgium; And Whereas the following States have adhered to the said Convention in virtue of its Article IV, viz: Austria-Hungary, Denmark, Norway, and Persia; And Whereas the Government of Belgium in virtue of the said Article IV of said Convention has invited the United States of America to adhere to the said Convention; And Whereas the President of the United States of America. by and with the advice and consent of the Senate thereof, did, on the 19th day of February, 1907, declare that the United States of America adheres to the said Convention Now, therefore, be it known that I, Theodore Roosevelt, Presi- ¥`*°°l¤¤¤*l°¤· dent of the United States of America, have caused the said Convention to be made public to the end that the same and every article and clause thereof may be observed and fulfilled with good faith by the United States and the citizens thereof. In testimony whereof, I have hereunto set my hand and caused the seal of the UnitedStates of America to be ailixed. Done at the City of \Vashington this second day of December in the year of our Lord one thousand nine hundred and seven, .
