ARBITRATION CONVENTION—JAPAN. It is understood that such s ecial a reements will be made on the art of the United States by the President of the United States by and) with the advice and consent of the Senate thereof. Such agreements shall be bindin only when confirmed by the two Governments by an Exchange of Notes. A1z·rrcu: III.
