Executive. To enable the President to secure information to assist him in the President discharge of the duties im(posed upon him by section two of the Act radii) €.?°E§§Sl“f§"'§3I entitled "An Act to rovi e revenues, equalize duties, and encourage g{§“°°°"¤¤ °°*““°“'· the industries of the `Bnited States, and for other purposes," approved ink. v- 83. August fifth, nineteen hundred and nine, and the officers of the Government in administerin(g the customs laws, including such investigations of the cost of ro uction of commodities, covering cost of material, fabrication ang every other element of such cost of production, as are authorized by said Act, and including the employment of such persons as may be required for those purposes; and to enable him to do an and all things in connection therewith authorized by law, or if a 'Iiiriff Board be established by law then for the purpose of meeting the expenditures authorized by the law, two hundred and twenty-five thousand dollars, together with the balance unex ended July first next of the ap rqpriation made for these purposes [for the fiscal year nineteen hunilic and eleven.
