Tbatfrc daftetbthirty° ·iirstda oiMarch.nineteenhundredand__ except as <il1h€:wise spiecialtly vided forjin this section. there shall be levied, % lected, and paid on all articlgzuwhen imported from an fol'6l% countrgsmto the United States, or into any of its possemions (except the ;‘hi1§pp e Islan and the islands of Guam and Tutunla), the rates of duty preecnbed_ by e schedules and pa1a· pbs of the dutiable list of section one of this Act, and in addition thereto twenty- ge per centum ad valorem; which rates shall constitute the maximum tanffof the United States: Provbied, That whenever, after the thirty-first day ofMarch,nineteen hundred and ten, and so long thereafter as the President shall be satisfied, m view of the character of the concesions granted by the minimum tariff oi the States, ‘ that the government of any foreggn contrggy imposes 110 terms or restrictions, either in the way of tarii rat s; or provisions, e or other regulations, phaggee, exactions, or in any other manner, directly or indirectly, upon the importation into or the sale in such foreign country of auyjagricultural, manufactured, or other product of the · United States which unduly discriminate against the United States or the products thereof, and that such foreign country pays no export bounty or imposes no export dut or rohibition upon the exrgntation of any article to the United States which undyuly discriminaws against the nited States or the products thereof, and that such foreign country accords to the agricultural, manufactured, or other products of the United States treatment which is reciprocal and equivalent, thereupon and thereafter, upon proclamation to this effect by the President_0f the United States, all articles when im(ported into the United States, or any of 1ts possessions (except the Philippine Islan s and the islands of Guam and Tutuila), from such foreign country shall, except as otherwise herein provided, be admitted under the terms o the mimmum tariff of the United States as prescribed by section one of this Act. Am) Wnnnnas satisfactory evidence has been presented to me that the Government of Bulgaria imposes no terms or restrictions either in the way of tariff rates or provisions, trade or other regulations, charges, exactions, or in any other manner, directly or indirectly, upon the importation into or the sale in Bulgaria of any agipicultura , manufactured, or other product of the United States, w ich undul discriminate against the United States or the products thereof, and, that the Government of Bulgaria pays no export bounty or imposes no export duty or prohibition upon the exportation of any articlie to the United States which unduly discrimmates against the United States or the products thereof, an ‘ that the Government of Bulgaria accords to the agricultural, manufactured, or other products o the United States treatment which is reciprocal and equivalent: lliguxzuzpo smc lt Now, Tnnnnroan, I, Winuam Howium Terr, President of the Kiignmgarhs l United States of America, by virtue of the power in me vested by the aforesaid Act of Congress, do hereby make known and proclaim that from and after March 31, 1910, and so long thereafter as the aforesaid Act of Congress is in existence and the Government of Bulggria imposes no terms or restrictions upon the importation or sale in ulgaria of the products of the United States which unduly discriminate ainst the United States, all articles when imported into the United §ates, or any of its possessions (except the Philippine Islands and the islands of Guam and 'ljutuila), from Bulgaria s all be admitted under the terrns of the minimum tariff of the United States as prescribed by Section one of the Tariff Act of the United States approved August , 5, 1909; .
