JointR.esolutionProvi' iortheterminationof the ot teen D'°°"l’" uu sigma ind marry-mbemeeu medliiiiua saasmaauasa my wh Whereas thetreatyof commerce andna ation between theUnited ¤¤¤*·¤ **·•*¥ °* · States and Russia, concluded on the day of December, ud nm. eighteen hundred and thirty-two, provides in Article XII -thereof “{“°"° T""°”· ‘* that it "shall continue in force until the first day of January P¤'·•¤¤*=· in the year of our Lord eighteen hundred and thirty-nine, and if, one year before that day, one of the high contracting parties ‘ shall not_ have announced to the other, by an official notrhcation, its intention to arrest the operation thereo this treaty shall remain obligatorg one year beyon that day, and so on until the expiration of the year which shall commence after the date of a similar notiication"; and Whereas on the seventeenth day of December, nineteen hundred and eleven, the President caused to be delivered to the Imperial Russian Government, bg the American Ambassador at Saint Petersburg, an omcial nof cation on behalf of the Government of the United States, announcing intention to terminate the operation of this treaty upon the expiration of the year commencing on the first of January, nineteen hundred and twelve; and Whereas said treaty is no longer responsive in various respects to the! political principles and commercial needs of the two countries; an Whereas the constructions placed thereon by the respective contracting parties differ u n matters of hmdamental importance and i“3i".$i.,Z‘é °t‘,f’}ieT.$`"°*I‘;;)°n*3z° ii R at U ed mate a owe o epresentativea o nit States of America in Congress aesernblerf That the notice tgus given by a¤lli°ii•°zi¤:i.
