To all to Whom these Presents may come, Greeting: “°Y ‘”·“’”'~ Know Ye that, the Congress of the United States at the second session, sixty-second Congress, in the {ear one thousand nine hundred and twelve, passed a Resolution in the words and figures following: to-wit— ‘ ‘JOIN T RESOLUTION Proposing an amendment to the Constitution providing that Senators shall be elected by the people of the several tates. Resolved by the Senate and House of Re resentatives of the ¤¤*¤¤¤¤¤¤¤¤A¤¤¤¤· United States of America in Congress assemliled (two-thirds of Kilt t° m c°°°m°` each House concurring therein) That in lieu of the first paragraph ${,’f‘§5?:jm_ of section three of Article I of the Constitution of the United States, and in lieu of so much of paragra h two of the same section as relates to the filling of vacancies, the following be pro osed as an amendment to the Constitution, which shall be valid to alllintents and pu oses as part of the Constitution when ratiiied by the legislatures of l’liree—fourths of the States: ‘The Senate of the United States shall be composed of two Sena- bfgggwegynm ¤*¤·=¤¤d tors from each State, elected by the peo le thereof, for six years; pm ' and each Senator shall have one vote. 'Fhe electors in each State shall have the ualifications requisite for electors of the most numerous branch of the State legislatures. ‘ W"hen vacancies happen in the representation of any State in the FHM °' ”°”*°*°¤· Senate, the executive authority of such State shall issue writs of election to fill such vacancies: Provided, That the legislature of any State may empower the executive thereof to make temporary appointment until the people iill the vacancies by election as the legislature may direct. _ ‘This amendment shall not be so construed as to aEect the elec- t°"°’ °°* tion or term of any Senator chosen before it becomes valid as part of the Constitution!
