CHS. 53,54. 1916. 39 granted to any other public utility or public-utility company, and all public utilities and public-utilities companies organized or operating within the Territory of Hawaii, and the persons and corporations holding said franchises shall be subject as to reasonableness of rates, prices, and cha es and in all other respects to the provisions of act eighty-nine of rtilie laws of nineteen hundred and thirteen of said Territo creating a public-utilities commission and all amendments thereofrfbr the regulation of public utilities in said Territory; and all the powers and duties expressl conferred upon or required of the superintendent of public works by said acts granting said franchises are hereby conferred upon and required of said pub ic—utilities commission and an commission of similar character that may hereafter be created by the laws of said Territory; and said acts granting said franchises are hereby amended to conform herewith: Provided, however, That nothing herein contained shall in an wise limit the jurisdiction or powers of the Interstate Commerce (iommission under the Acts of Congress to regulate commerce: And provided further, That all acts of the public-utility commission herein provided for shall be subject to review by the courts of the said Territory. CHAP. 54.-An Act To ratify, approve, and conGrm sections one, two, and three lg‘I"°§z2Sg0}g1f· of an act duly enacted by the Legislature of the Territory of Hawaii relatin to the board of harbor commissioners of the Territory, as herein amended, and amending the [Publis N0- 39-} laws relating thereto. _ Be it enacted by the Senate and House zj Representatives of the United States (J America in Congress assembled, That sections one, two, and §§t"°ig3 ;,,_,mm,, three of act one hundred and sixty-nine of the Legislature of the g‘r*;%gs,m*grs Territory of Hawaii, nineteen hundred and fifteen, entitled, "An act continued. " to amend chapter forty-nine of the Revised Laws of Hawaii, nineteen hundred and Efteen, relating to harbors, by amending sections six hundred and eighty-three, six hundred and eighty-five, six hundred and eighty-seven, and six hundred and mnety-·one, and by adding one new section thereto to be known as section six hundred and_ ninety-one A," approved b(y the overnor of the Territory April twenty-sixth, nineteen hun red anii fifteen, be, and the same are hereby, amended, ratified, appioved, and confirmed, as follows: USECTION 1. Section six hundred and eighty-three of the Revised Laws of Hawaii, nineteen hundred and fifteen, is hereby amended to read as follows: Bwd I " ‘SEc. 683. Board of harbor commissioners: All ocean shores mismegs, °°m` below mean high-water mark, shore waters and navigable streams, t,gQP§,’{§f""““’*· "“‘ and all harbors and roadsteads, and all harbor and water—front im- ' provements, belonging to or controlled by the Territory of Hawaii, and all shippinglwithin such harbors, roadsteads, waters, and streams shall be under the care and control of a board of harbor commissioners. Said board shall consist of five members, one of whom shall be the superintendent of public works of the Territory who shall be chairman, ex officio, and four shall be appointed by the governor as grovided in section eighty of the organic act. Such commissioners s all be appointed for terms of four years or the unexpired periods thereof, m such manner that the terms of two commissioners shall expire
