He may assign to the offices of ,m *°*°l¤*¤ division superintendents and chief clerks such railway postal clerks w` as may be necessary and fix their salaries within the grades provided by law without regard to the classification of railway post offices. Clerks in class A shall be promoted successively to mgrade three ual-is°?r1y¤°d°prm° clerks in class B shall be promoted successively to gr e four, and clerks in class C shall be promoted successively to grade live, at the beginning of the quarter following the expiration of a yea:r’s satisfactory service in the next lower grade.
