That the additional gerks and other employees provided mtime i°¤i”a°ii¤f}?Sf£ for by section six shall be subject to such special test examinations as the Director of the Census may rescribe, subject to the approval of the United States Civil Service (ldmmission, these examinations to ` be conducted by the United States Civil Service Commission, to be open to all applicants without regard to political partdv afliliations, and to be held at such places in each State as may be esignated by Mmm Mm digg the Civil Service Commission.
