Section 1 of the Espionage Act approved June 15, 1917, and by the Executive Order of December 3, 1917, shall be superseded by this Proclamation and the rules and regulations pgomulgated in pu1·—suance hereof in so far as they are inconsistent therewith.

°°g1g;7;j§’k¤eg{g§d* I hereb direct all departments of the governinent co-operate pm with the Secretary of State in the execution of his duties under this Proclamation and the rules and regulations promulgated in piusuance hereof. They shall upon his request make available to him for that urpose the services of their respective officials and agents. The Secretary of the Treasury, the Secretary of War, the Attorney General, the Secretary of the Navy, the Secretaxiy of Commerce, and the Secretary of Labor shall, at the request o the Secretary of State, each appoint a representative to render to the Secretary of State or his representative, such assistance and advice as he may desire respecting the administration of this Proclamation and of the rules and regulations aforesaid.

In Witness Whereof, I have hereunto set my band and caused the seal of the United States to be affixed.

Done in the District of Columbia this 8th day of August in the year of our Lord, one thousand nine hundred and eighteen and of the Independence of the United States of America the one hundred and forty-third.

Lincoln National Forest,
N. Mex.
Preamble.

Whereas, an Executive Order dated June sixth, nineteen hunrmiabit. dred and seventeen, directed that on and after July first, nineteen hundred and seventeen, all lands included within the boundaries of the Alamo National Forest, New Mexico, be transferred to and adgiinisteredl as a part of the Lincoln National Forest, also within said state; and

Whereas, it appears that the public %od will be promoted by excluding certain areas from the Lincoln ational Forest in New Mexico, and by restoring the public lands therein in a manner author- "°*—”»P-¤3- ized by the Act of Congress approved September thirtieth, nineteen hundred and thirteen (38 Stat., 113), entitled “An Act To authorize . the President to provide a method for opening lands restored from reservation or withdrawal, and for other urposes";

¢;<;{¤3g*¤;%’=¤d- Now, therefore, I, WOODROW WILSO)N, President of the United States of America, by virtue of the power in me vested by the Act of Congress approved June fourth, eighteen hundred and ninety-seven (30 Stat., 11 at 34 and 36), entitled "An Act Makin appropriations for sundriipiyil expenses of the Government for tlie fiscal year ending June t tieth, eighteen hundred and ninety-eight, and or other p`urp0ses", do proclaim that the boundaries of the Lincoln National orest are hereby changed to exclude the areas indicated is elipiinations on the diagram hereto annexed and forming a part ereo.
