Appropriations in tllnis Act shall not be paid to any fperson employed uosilsliceiiligpziiliibniiiiegi under or in connection with the public schools o the District of Columbia who shall solicit or receive, or permit to be solicited or received, on any public-school premises, any subscription or donanation of money or other thing of value from pupils enrolled in such public schools or presentation of testimonials to school officials or or any purpose except such as may be authorized by the board of E‘°°p°°”' education at a stated meeting upon the written recommendation of the superintendent of schools. The plans and specifications for all building? provided for in this P'°p°'°°i°"°f°"“‘ Act shall be prepared under the sufpervision of the mimicipal architect, and those for school buildings a ter consultation with the board of education, and shall be approved by the commissioners, and shall be constructed in conformity thereto.
