 alterations in the grounds, buildings, and other appurtenances to

above-described part of the reservation, made by the municipal authorities at Boise, shall be made only according to detailed plans submitted to and approved by, the Secretary of War in each case, prior to the commencement of any work under such plans, and all such repairs, improvements, changes, or alterations made b said city of Boise, shall be made without expense to the United States, and in the event of the withdrawal of said permission, such improvements as the Secretary of War may deem valuable to the military Bm,m,_m_ service shall become the property of the.United States without cost to the Government; and such structures as may have been [ilaced u on above-described part of the reservation by said city of oise, wlhich are directed to be removed therefrom by the Secretary of War, shall be removed forthwith and the grounds laced in a condition entirely satisfactoryl to him, at the expense of iihe city, and no claim of any character w atever incident to the occupation by said city of such part of the reservation shall ever be made by it against the United States.
