(a) The head of each department and establishment d°p§,E,'§l,,§, EEE, {Z, shall designate an official thereof as udget officer therefor, who, {’h'g§g,° °S**m”t°’ in each ear under his direction and on or before a date fixed by ` him, shah repare the departmental estimates. In case of his failure so to do, emum, °° ° ° the President shall cause to be prepared such estimates and data as are necessary to enable him to mc ude in the Budget estimates and statements in respect to the work of such department or estabhshment. Sec. 216. There is created an establishment of the GOV61'¤I¤611¢ to ,,§’,§°§§°,‘},“°,§§'§§f}§l§Z be known as the General Accounting Office, which shall be independ- meme, under compent of the executive departments and under the control and direction "°u°' G°°°'°l' of the Comptroller General of the United States. The offices of ;.,£,fg'i,°2q'?:¤E§’.?}§2r3ld Comptroller of the Treasury and Assistant Comptroller of the Treas- AS¤iS*°¤‘·°"°“°h°d· ury are abolished, to take effect July 1, 1921. All other officers and °qE,°;*£$_’*· 8 employees of the office of the Comgtroller of the Tre shall be- sig¤°·1 to cena-Qi Aecome officers and employees in the eneral Accountin e at their °°““t‘”g Om"' grades and salaries on Julé 1, 1921, and all books, records, documents, papers, furniture, office equipment and other protperty of the oflice o the Comptroller of the reasury shall become e property of the General Accounting Office.
