That a joint committee of both Houses of Congress is g'g§*&°l·;1gy§’°¤‘$· hereby created to be composed of five Members of the Senate to be appointed by the President thereof, and five Members of the House 0 Representatives to be appointed by the Speaker of that body. Any vacancy occurring on the committee shall be filled in the same manner as the origins appointment. The said committee is hereby empowered and directed to make a thorough and complete investigation of the land grants of the Northern Pacific Railroad Company, V 01 13 P aw V 01 and its successor, the Northern Pacific Railway Company, under 16,p.§78: ' the Act of July 2, 1864 (Thirteenth Statutes, Spage 365), and the gomt resolution of May 31, 1870 (Sixteenth tatutes, page 378), and any other Acts of Congrws supplemental thereto or connected therewith, and the facts an the law pertaining thereto and arising

Every person who, having been summoned as a w1tness_by authority of said committee or any subcommittee thereof, willfully makes default, or who_ having appeared refuses to answer any question pertinent to the investigation herein authorized, shall be deemed guilty of a misdemeanor and upon conviction thereof be punished b a fine of not more than $1,000 and imprisonment for not more than one year.
