Complaints to and investigations by commissio¤.——(1) * Complaint to éo·mm4.ssion of violation of law by carrier; reparation; in.vestigation.—Any person, firm, corporation, company,_or association, or any mercantile, agricultural, or manufacturing society. or other organizatiou,_or any body politic or municipal organization, or any common carrie1·__c0mplaining of· anything done or omitted to be done by any common carrier subjectto the provisions of e this chapter in contravention of the provisions thereof, may apply to said commission by petition, which shall briefly state the facts; whereupon &JSt8.t€1D€Dt of the complaint. thus made shall be forwarded by theicommission to such, common carr{e1·,·who shall be called upon to Satisfy the com-’ p1aint,·0r to answer thesame in writing, withina reasonable time; to`be Sp€C`iHéd·.by·`th€ commission.
