The requests for return or chan e of address, which must conform to the rules laid down b the dimestic regulations of the contractin countries, are to be addressed to the Central Administration at étlashington when they relate to parcels sent to the United States of America, and to the oilices of estination when they relate to parcels sent to the Kingdom of the Netherlands.
