ARTICLE II. °°“*°“‘ Should the Commissioner for ani cause be unable to discharge his functions, a successor shall be c osen in the same manner that he was selected. The Commissioner shall hold a session at Wash- ington within two months after the coming into force of the present agreement. He may {ix the time and the place of subsequent ses- sions according to convenience. ARTICLE V. P¤!¤¤¤*•>¥•¤>¤¤¤==· Each Government shall pay its own expenses, including the com- pensation of the secretary appointed by it and that of its agent and counsel. All other expenses which bg their nature are a char e on the three Governments including t e compensation of the %Jom· missioner and such employees as he may appoint to assist him in the performance of his duties shall be bome one-half by the Government of the United States and one-half by the Governments of Austria ` and Hungary in equal moieties.
