CHAP . 28.-Joint Resolution Giving and granting consent to an amendment to the constitution of the State of New Mexico, providing a method for executing leases and other contracts for the development and production of any and all minerals on lands granted or confirmed to said State by the Act of Congress approved June 20, 1910, and to the enactment of such laws and regulations as may be necessary to carry said amendment into effect if it is adopted . Approved, February 6, 1928 . CHAP . 29 .-An Act To amend section 71 of the Judicial Code, as amended, by changing time of holding court at El Dorado and Harrison, Arkansas . Be it enacted by t he Senate and House of Repr esentatives of the United State s o f America in Congress assembled, That section 71 of the Judicial Code, as amended, be amended to read as follows "SEC. 71. (a) The State of Arkansas is divided into two districts, to be known as the western and eastern district of Arkansas . "(b) The western district shall include four divisions, constituted as follows : The Texarkana division, which shall include the territory
