Regulating commerce : To enable the Interstate Commerce Com- mission to enforce compliance with section 20 and other sections of the Act to regulate commerce as amended by the Act approved June 29, 1906 (U. S. C ., pp. 1668-1670, sec. 20), and as amended by the Transportation Act, 1920 (U . S . C ., pp . 1668-1670, sec . 20), includ- ing the employment of necessary special accounting agents or exam- iners, and traveling expenses, $1,407,825, of which amount not to exceed $200,000 may be expended for personal services in the District of Columbia . Safety of employees : To enable the Interstate Commerce Commis- sion to keep informed regarding and to enforce compliance with Acts to promote the safety of employees and travelers upon rail- roads; the Act requiring common carriers to make reports of acci- dent s an d aut horiz ing inves tigat ions ther eof; and to enable the Interstate Commerce Commission to investigate and test appliances intended to promote the safety of railway operation, as authorized by the joint resolution approved June 30, 1906 (U . S . C ., p . 1441, sec. 35), and the provision of the Sundry Civil Act approved May 27, 1908 (U. S . C ., p . 1441, sees. 36, 37), to investigate, test experi- mentally, and report on the use and need of any appliances or sys- tems intended to promote the safety of railway operation, inspectors, and for traveling expenses, $504,000, together with $21,000 of the unexpended balance of the appropriation for this purpose for the fiscal year 1928, of which amount not to exceed $85,000 may be expended for personal services in the District of Columbia . Signal safety systems : For all authorized expenditures under sec- tion 26 of the Act to regulate commerce as amended by the Transpor- tation Act, 1920 (U. S . C ., p . 1673, sec . 26), with respect to the pro- vision thereof under which carriers by railroad subject to the Act may b e requ ired t o inst all au tomati c train -stop or tra in-con trol d e- vices which comply with specifications and requirements . prescribed by the commission, . including investigations and tests pertaining to block-signal and train-control systems, as authorized by the joint resolution approved June 30, 1906 (U. S . C ., p . 1441, sec. 35), and including the employment of the necessary engineers, and for trav- eling expenses, not to exceed $48,000 of the unexpended balances of the appropriations for this purpose for the fiscal years 1928 and 1929 is reappropriated, of which amount not to exceed $35,000 may be e xpende d for person al ser vices in the Distri ct of Columb ia . Locomotive inspection : For all authorized expenditures under the prov isions of th e Act of Feb ruary 17, 191 1, " To prom ote the s afety of employees and travelers upon railroads by compelling common carriers engaged in interstate commerce to equip their locomotives with safe and suitable boilers and appurtenances thereto " (U. S. C ., p . 1439, sec. 22), as amended by the Act of March 4, 1915, extending " the same powers and duties with respect to all parts and appurte- nances of the locomotive and tender" (U . S . C ., p . 1440, sec. 30), and amendment of June 7, 1924 (U . S . C ., p . 1440, sec . 27), providing for the appointment from time to time by the Interstate Commerce Commission of not more than fifteen inspectors in addition to the number authorized in the first paragraph of section 4 of the Act of 1911 (U . S . C ., p . 1439, sec . 26), including such legal, technical, stenographic, and clerical help as the business of the offices of the chief inspector and his two assistants may require, and for traveling expenses, $459,000, together with $31,000 of the unexpended balance of the appropriation for this purpose for the fiscal year 1928, of 1239 Amount immediate • ly available .
