For an additional amount for continuing aid to State or Terri- torial homes for the support of disabled volunteer soldiers, in conformity with the Act approved August 27, 1888 (U . S . C ., p . 677, sec . 134) , as amended, including all classes of soldiers admissible to the National Home for Disabled Volunteer Sol diers, fiscal year 1928, $4,930 .32 : Provided, That for any sum or sums collected in any manner from inmates of such State or Territorial homes to be used for the support of said homes a like amount shall be deducted from the aid herein provided for, but this proviso shall not apply to any State or Territorial home into which the wives or widows of soldiers are admitted and maintained .
