For the development and procurement of gauges, dies, jigs, and other specia l aids and ap pliance s, inc luding specifi cation s and d etailed drawings, to carry out the purpose of section 123 of the National Defense Act, approved June 3, 1916, as amended by the Act approved June 4, 1920, $75,000. CHEMICAL WARFARE SERVICE For purchase, manufacture, and test of chemical warfare gases or other toxic substances, gas masks, or other offensive or defensive materials or appliances required for gas-warfare purposes, including all necessary investigations, research, design, experimentation, and Plants, buildings, operations connected therewith ; purchase of chemicals, special machinery, etc . scientific and technical apparatus and instruments ; constru ction, maintenance, and repair o f plants, bui ldings, and eq uipment, and the machinery therefor ; receiving, storing, and issuing of supplies, comprising police and office duties, rents, tolls, fuels, gasoline, lubri- cants, paints and oils, rope and cordage, light, water, adv ertisi ng, stationery, typewriting and adding machines, including their exchange, office furniture, tools, and instruments ; fo r in cide ntal expenses ; for civilian employees ; for libraries of the Chemical War- fare Service and subscriptions to periodicals, which may be paid for in a dvan ce ; fo r expen ses in cidenta l to th e orga nizatio n, trai ning, and equipment of special gas troops not otherwise provided for, including the training of the Army in chemical warfare, both offensive and defensive, together with the necessary schools, tactical demon- strations, and maneuvers ; for current expenses of chemical projectile filling plants and proving grounds, including construction and maintenance of rail transportation, repairs, alterations, accessories, building and repairing butts and targets, clea ring a nd gra ding ranges, $1,304,780. TANK SERV ICE Fo r paym ent of the n ecess ary ci vilian empl oyees to assist in handling the clerical work in the office of the tank center, tank schools, and the various tank organization headquarters, including the office of the Chief of Infantry ; and for the payment of the necessary mechanics to assist in repairing and preserving tanks in the hands of tank units, $25,113 .
