CH. 232. 1928 . subsistence, and transportation, or in lieu of such transportation and of subsistence for travel to and from camps travel allowances at 5 cents per mile, as prescribed in said section 47d ; for such expendi- tures as are authorized by said section 47d as may be necessary for the establishment and maintenance of said camps, including recruit- ing and advertising therefor, and the cost of maintenance, repair, and operation of passenger-carrying vehicles ; for reimbursement for the use, including upkeep and depreciation costs, of supplies, equip- ment, and materiel furnished in accordance with law from stocks under the control of the War Department ; for gymnasium and athletic supplies (not exceeding $15,000) ; for mileage, reimburse- ment of traveling expenses, or allowance in lieu thereof as authorized by law, for officers of the Regular Army and Organized Reserves, traveling on duty in connection with citizens' military training c amp s ; for purchase of training manuals, including Government publications and blank forms ; for medical and hospital treatment, su bsiste nce un til fu rnishe d tran sporta tion, a nd whe n fit for tr avel, travel allowances at 5 cents per mile to their homes of members of the citizens' military training camps injured in line of duty while attending camps of instruction under the provisions of section 47a and section 47d of the National Defense Act approved June 3, 1916, as amended, and for the cost of preparation and transportation to their homes and burial expenses of the remains of civilians who die while attending camps of instruction, as provided in section 4 of the Act approved June 3, 1924 ; in all, $2,801,240, to remain avail- able until December 31, 1929 : Provided, That the number of trainees shall not exceed the number which can be trained by the expenditure of this sum : And provided, That the funds herein appropriated shall not be used for the training of any person in the first year, or lowest course, who shall have reached his twenty-fourth birth- day before the date of enrollment : Provided further, That none of the funds appropriated elsewhere in this Act except for printing and binding and for pay and allowances of officers and enlisted men of the Regular Army shall be used for expenses in connection with citizens' military training camps : Provided further, That uniforms and other equipment or materiel furnished in accord- ance with law for use at citizens' military training camps shall be furnished from surplus or reserve stocks of the War Depart- ment without payment from this appropriation, except for actual expense incurred in the manufacture or issue : Provided further, That in no case shall the amount paid from this appropria- tion for uniforms, equipment, or materiel furnished in accordance with law for use at citizens' military training camps from stocks under control of the War Department be in excess of the price current at the time the issue is made . Under the authorizations contained in this Act no issues of reserve supplies or equipment shall be made where such issues would impair the reserves held by the War Department for two field armies or one million men .
