The permit shall be conditioned upon the relocation on a suitable site of the present wharf of the Army Transport Service, in such manner as may be determined by the Secretary of War, and without inconvenience or delay to the Army Transport Service, and prior to use of said recreation pier by the city of San Francisco, and shall be subject to such other terms and conditions as may be prescribed by the Secretary of War for the protection of the Fort Ma son Mili tary Res erv atio n .
