451 laws or reserved for any public purpose, be subject to and shall not interfere with or defeat legal rights under such appropriation, nor prevent the use for such public purpose of land so reserved so long as such appropriation is legally maintained or such reservation remains in force : And provided further, That the Secretaries of the Interior and Agriculture shall jointly appraise and agree on the value of the Oregon and California grant lands and shall certify the same to the Secretary of the Treasury . SEC . 3 . That the Secretary of the Treasury be, and hereby is, authorized upon notice of the amount by the Secretaries of the Interior and Agriculture, to transfer an equal amount of money from the national-forest receipts and credit the same to the Oregon and California land-grant fund, subject to all the laws and regulations go vernin g the dispos al of money s rece ived from t he Ore gon an d California land-grant lands .
