Armor, armament, and ammunition : Toward the armor, arma- ment, and ammunition for vessels heretofore authorized, to remain available until expended, $16,500,000. The cost of the armor, armament, and ammunition of each of the light cruisers numbered 29, 30, and 31 shall not exceed $5,650,000 . The appropriations made in this Act for the purchase or manu- facture of equipment or material or of a particular class of equip- ment or material shall be available for the purchase of letters patent, applications for letters patent, licenses under letters patent and appli- cations for letters patent that pertain to such equipment or material for which the appropriations are made. No part of any appropriation made for the Navy shall be expended expenses limited . for any of the purposes herein provided for on account of the Navy Department in the District of Columbia, including personal services of civilians and of enlisted men of the Navy, except as herein expressly authorized : Provided, That there may be detailed to the Bureau of Navigation not to exceed at any one time five enlisted men of th e Na vy : Provided fur ther, That enlisted men detailed to th e naval dispensary and the radio-communication service shall not be regarded as detailed to the Navy Department in the District of Colu mbia . No part of the appropriations made in this Act shall be available for the salary or pay of any officer, manager, superintendent, fore- man, or other person having charge of the work of any employee of the United States Government while making or causing to be made with a stop watch or other time-measuring device a time study of any job of any such employee between the starting and completion thereof, or of the movements of any such employee while engaged upon such work ; nor shall any part of the appropriations made in this Act be available to pay any premiums or bonus or cash reward to any employee in addition to his regular wages, except for sugges- tions resulting in improvements or economy in the operation of any Government plant ; and that no part of the moneys herein appro- priated for the Naval Establishment or herein made available there- for shall be used or expended under contracts hereafter made for the repair, purchase, or acquirement, by or from any private contractor, of any naval vessel, machinery, article or articles that at the time of the proposed repair, purchase, or acquirement can be repaired, manu- factured, or p roduced in ea ch or any of the Government navy yards or arsenals of the United States, when time and facilities permit, and when, in the judgment of the Secretary of the Navy, such repair, purchase, acquirement, or production would not involve an appre- ciable increase in cost to the Government .
