MEAT INSP ECTI ON For additional expenses in carrying out the provisions of the Meat Inspection Act of June 30, 1906 (U . S . C ., title 21, sec . 95), as amended by the Act of March 4, 1907 (U. S . C ., title 21, sees . 71-94), and as extended to equine meat by the Act of July 24, 1919 (U . S. C., title 21, sec . 96), including the purchase of tags, labels, stamps, and certificates printed in course of manufacture, $2,66 1,140 . E RADI CATI ON OF FOO T-AN D-MO UTH AND OTHER CONTAGIOUS DISEASES OF ANIMALS In case of an emergency arising out of the existence of foot-and- mouth disease, rinderpest, contagious pleuropneumonia, or other con- tagious or infectious disease of animals, which in the opinion of the Secretary of Agriculture, threatens the livestock industry of the country, he may expend, in the city of Washington or elsewhere, any unexpended balances of appropriations heretofore made for this purpose, in the arrest and eradication of any such disease, including the payment of claims growing out of past and future purchases and d estruc tion, in co opera tion with t he St ates, of an imals affec ted by or exposed to, or of materials contaminated by or exposed to, any such disease, whereve r found and irrespective of ownership, under like or substantially similar circumstances, when such owner has complied with all lawful quarantine regulations : Provided, That the p ayme nt for ani mals he reaf ter pur chas ed may be made on app rai se- ment based on the meat, dairy, or breeding value, but in case of appraisement based on breeding value no appraisement of any animal shall exceed three times its meat or dairy value, and except in case of an extraordinary emergency, to be determined by the Secretary of Agriculture, the payment by the United States Government for any animals shall not exceed one-half of any such appraisements Provided further, That the sum of $10,000 of the unexpended balance of the appropriation of $3,500,000, contained in the Second Defi- ciency Appropriation Act, fiscal year, 1 924, approved December 5, 1 924, for th e eradication of the foot-and-mouth disease and other
