S . C., title 23, sees . 21 and 23), not to exceed $50,000 for the purchase of motor- propelled passenger-carrying vehicles for use in the construction and maintenance of national-forest roads or other roads constructed under the su pervision of the Departmen t of Agricultu re, including the replacement of not to exceed two such vehicles for use in the administrati ve work of th e Bureau of P ublic Roads in the District of Columbia : Provided further, That appropriations contained in this Act shall be available for the maintenance, operation, and repair of motor-propelled and horse-drawn passenger-carrying

expenditures for that purpose, exclusive of garage rent, pay of oper- ator, tires, fuel, and lubricants, on any one motor-propelled passen- ger-carrying vehicle except a bus, used by the Department of Agri- culture shall not exceed one-third of the market price of a new vehicle of the same make or class, and in any case not more than $500 : Provided further, That the Secretary of Agriculture may exchange mot or-propelled and horse-dra wn vehicles, t ractors, road equipment, a nd boats, and parts, acces sories, tires, or equipment thereof, in whole or in p art payment f or vehicles, t ractors, road equipment, or boats, or parts, accessories, tires, or equipment of such vehicles, tractors, road equipment, or boats purchased by him .
