BRIDGES For construction, maintenance, operation, and repair of bridges, including not to exceed $57,500 for surveys, engineering investiga- tions and preparation of plans for bridges to replace the P Street and aalvert Street Bridges over Rock Creek, and the Benning Bridge over the Anacostia River, and including the employment of personal services, by contract or otherwise, and without reference to section 3709 of the Revised Statutes (U . S. C ., title 41, sec . 5), or the Classi- fication Act of 1923, as amended, and maintenance of nonpassenger- carrying motor vehicles, $145,000, to be immediately available . Connecticut Avenue Bridge over Klingle Valley : For completing the construction of a bridge to replace the Connecticut Avenue Bridge over Klingle Valley, including necessary changes in water mains, and i ncluding the employment of personal serv ices, by con- tract or otherwise, and without reference to section 3709 of the Revised Statutes (U . S . C ., title 41, sec . 5), or the Classification Act of 1923, as amended, engineering, and incidental expenses, in accord- ance with the provisions contained in the District of Columbia appropriation act for the fiscal year 1931, $250,000, to be immediately available . New York Avenue bridge over right of way of the Washington Terminal Company : For rep air and streng thening of th e New York Avenue bridge over the right of way of the Washington Terminal Company, $60,000, to be immediately available : Provided, That the total cost of such repairs and strengthening within the limits of the right of way shall be borne and paid by the Washington Terminal Company, its successors and assigns, to the collector of taxes of the District of Columbia, and the same shall be a valid and subsisting lien against the franchises and property of the said Washington Terminal Company and shall constitute a legal indebtedness of said company in favor of the District of Columbia, and the said lien may be enforced in the name of the District of Columbia by a bill in equity brought by the said commissioners in the Supreme Court of the District of Columbia, or by any other lawful proceeding against the said Washington Terminal Company . For reconstruction, where necessary, and for maintenance and repair of wharves under the control of the Commissioners of the District of Columbia, in the Washington Channel of the Potomac River, $5,000 . TREE S AND PARKIN' GS For contingent, expenses, including laborers, trimmers, nursery- men, repairmen, teamsters, hire of carts, wagons, or motor trucks, trees, tree boxes, tree stakes, tree straps, tree labels, planting and care of trees on city and suburban streets, care of trees, tree spaces, pur- chase and maintenance of nonpassenger-carrying motor vehicles, and miscellaneous items, $122,500 .
