JOINT COMMISSION, UNITED STATES AND GREAT BRITAIN Fo r sala ries and e xpense s, in cludin g sal aries of co mmiss ioner s and salaries of clerks and other employees appointed by the commis- sioners on the part of the United States, with the approval solely of the Secretary of State ; for necessary traveling expenses, and for expen ses in ciden t to holdin g hea rings and c onfer ences at su ch pl aces in Canada and in the United States as shall be determined by the commission or by the American commissioners to be necessary, including travel expense and compensation of necessary witnesses, making necessary transcript of testimony and proceedings ; f or c o s t of law books, books of reference and periodicals, office equipment and supplies ; and for one-half of all reasonable and necessary joint expenses of the International Joint Commission incurred under the terms of the treaty between the United States and Great Britain con- cerning the use of boundary waters between the United States and Canad a, and for other purpo ses, signe d Janu ary 1 1, 190 9, $6 0,355 , to be disbursed under the direction of the Secretary of State : Provided, That traveling expenses of the commissioners, secretary, and neces- sa ry employees shall be allowed in accordance with the provisions of the Subsistence Expense Act of 1926 (U . S . C ., title 5, chap . 16) Provided further, That a part of this appropriation may be expended for rent of offices for the commission in the District of Columbia in the event that the Public Buildings Commission is unable to supply suitable office space . For an additional amount for necessary special or technical investi- gations in connection with the authorized work of the International Joint Commission, including personal services in the District of Columbia or elsewhere, traveling expenses, procurement of technical an d scientific equipment, and the purchase, exchange, hire, main- te nance, repair, and operation of motor-propelled and horse-drawn passenger-carrying vehicles, $131,230, to be disbursed under the direction of the Secretary of State, who is authorized to transfer to any department or independent establishment of the Government, wi th the consent of the head thereof, any part of this amount for direct expenditure by such department or establishment for the purposes of this appropriation . PA YM ENT TO THE GOVERNMENT OF PANAMA To enable the Secretary of State to pay to the Government of Panama the nineteenth annual payment, due on February 26, 1931, f rom the G overnment of the Un ited State s to the G overnment of Panama under article 14 of the treaty of November 18, 1903, $250,000 . INTERNATIONAL RESEARCH COUNCIL To pay the annua l share of the Unit ed States, as an adh ering member of the International Research Council and of the associated unions organized at Brussels, July 18-28, 1919 2 as follows : Inter- national Research Council, $77 .20 ; International Astronomical Union, $579 ; International Union of Pure and Applied Chemistry, $677 ; International Union of Geodesy and Geophysics, $1,389 .60 ; International Union of Mathematics, $38 .60 ; International Union of Scientific Radiotelegraphy, $154 .40 ; International Union of Pure and Applied Physics, $128 ; International Geographical Union, $193 ; in all, $3,236 .80, to be expended under the direction of the Secretary of State .
