CONTINGENT EXPENSES , DEPARTMENT OF LABOR For conti ngent and mi scellaneous e xpenses of the off ice s and bureaus of the department, for which appropriations for contingent and miscellaneous expenses are not specifically made, including the pur chase of statione ry, furniture, a nd repairs to th e same, carpets, matting, oilcloth, file cases, towels, ice, brooms, soap, sponges, laundry, street-car fares not exceeding $200 ; lighting and heating ; purchase, exchange, maintenance, and repair of motor cycles and motor trucks ; purchase, exchange, maintenance, and repair of a motor-propelled passenger-carrying vehicle, to be used only for offi- cial purposes ; freight and express charges ; newspaper clippings not to exceed $1,800, postage to foreign countries, telegraph and tele- phone service, typewriters, adding machines, and other labor-saving devices ; purchase of law books, books of reference, newspapers, and periodicals, for which payment may be made in advance

ing $3,650 ; in all, $55,500 ; and in addition thereto such sum as may be necessary, not in excess of $13,5 00, to facilitat e the pur chas e, through the central purchasing office as provided in the Act approved June 17, 1910 (U . S . C ., title 41, sec . 7), of certain supplies for the Immigration Service, shall be deducted from the appropria- tion " Expenses of regulating immigration " made for the fiscal year 1931 and added to the appropriation " Contingent expenses, Depart- ment of Labor," for that year ; and the total sum thereof shall be a nd con stitu te the appr opriat ion f or con tinge nt exp enses for the Department of Labor, to be expended through the central purchasing office (Division of Publications and Sup plies ), De partm ent of Labor : Prov ided, Th at exp endit ures f rom a ppropr iatio ns con taine d in this Act for th e mai ntenan ce, u pkeep and r epair, excl usive of garage rent, pay of operator, fuel, and lubricants, on any one motor- p ropell ed pa ssenge r-car rying vehic le use d by the Department of Labor shall not exceed one-third of the market price of a new vehicle of the same make or class, and in any case not more than $500 : Provided, That section 3709 of the Revised Statutes of the United States shall not be construed to apply to any purchase or service rendered for the Department of Labor when the aggregate amount inv olved does not ex ceed the sum of $50 . Rent : For rent of buildings and parts of buildings in the District of Columbia for the use of the Department of Labor, $68,000 . Prin ting and bi nding : For printing and binding for the Depart- ment of Labor, including all its bureaus, offices, institutions, and ser vices located in Washington, Dist rict of Columbia , and elsewhere, $240,500, of which $500 shall be available at once . BUREAU OF LABOR STATISTICS Salaries : For the commissioner and other personal services in the District of Columbia, $272,980 . Traveling expenses of special agents and employees ; experts and temporary assistance for field service outside of the Dis trict of Columbia, to be paid at the rate of not exceeding $8 per day ; per- sonal services in the District of Columbia not to exceed $30,500, including also temporary statistical clerks, stenographers, and type- writers in the District of Columbia, to be selected from civil-service registers, the same person to be employed for not mor e th an six consecutive months ; traveling expenses of officers and employees, 215 Contingent expenses .
