PRO. the Sec retary of Commerce, and the Chairman o f the United State s Enu meratio n,etc . ,of Tar iff Co mmissio n are authori zed an d direc ted to establ ish fr om arti cles i mported , to be used for statistical pur- ti me to time for stat istic al pu rpose s an enum erati on of arti cles in p oses. such de tail as in their ju dgment may be neces sary, comprehendin g all merchandise imported into the United States, and asa part of the ent ry there shall be a ttached thereto or included therein a n use in entries . accurate statement specifying, in terms of such detailed enumera- tion, the kinds and quantities of all merchandise imported and the value of the total quantity of each kind of article . (f) PACKAGES INCLUDED .-If any of the certificates or documents Partial entry pend- ing arrival of missing necessary to make entry of any part of merchandise arriving on one documents, etc . vessel or vehicle and consigned to one consignee have not arrived, Packages for other such part may be entered subsequently, and notation of the packages persons . or cases to be omitted from the original entry shall be made thereon . One or more packages arriv ing on one vessel o r vehicle addresse d for deliv ery to one p erson and im ported in an other packag e containing packages addressed for delivery to other persons may be separately entered, under such rules and regulations as the Secretary one entry of good s of the Treasury nay prescribe . All other merchandise arriving on for one consignee . one vessel or vehicle and consigned to one consignee shall be included in one entry .

Ve rifie d st atem ent of (g) STATEMENT OF COST OF PRODUCTION.-Under such regulations cost of production . a s the Secretary of the Treasury may prescribe, the collector or the apprais er may require a ve rified statement fr om the manufacture r or produc er sho wing the cos t of p roduct ion of the i mporte d merchan dise, when necessar y to the appraiseme nt of such merchan - dise . (h) ENT RY ON CAR RIER'S CERTIFICATE .-Any person certified by cerrttificate o by c holder the carrier bringing the merchandise to the port at which entry is t hereof. to be made to be the owner or consignee of the merchandise, or an agent of such owner or consignee, may make en try thereof ., either in pers on or by an authori zed agent, in the m anner and suject t o the requirements prescribed in this section (or in regulations promulgated hereunder in the case of a consig nee withi n the meaning of paragraph (1) o f section 483 . (i) ENTRY ON DUPLICATE BILL OF LADING .-Any person may, bill of lading by holder upon the production of a duplicate bill of lading signed or certified thereof. to be genuine by the carrier bringing the merchandise to the port at wh ich entry is to be ma de, make entry for the merchandise in respect of which such bill of lading is issued, in the, manner and subject to the requirements prescribed in this section (or in regula- tions promulgated hereunder) in the case of a consignee within the meaning of paragraph (1) o f section 483, exce pt that such perso n shall make such entry in his own name . (j) RELEASE OF MERCHANDISE .-Merchandise shall be released from seupoeorerofan- di upon ord of car- customs custody only to or upon the order of the carrier by whom rier . the merchandise is brought to the port at which entry is made, From bonded ware . except that merchandise in a bonded warehouse shall be released house . from cu stoms custody only to or upon the orde r of the proprieto r Return of bill of of the warehouse .
