CH. 497. 1930 . values in the United States may properly be used as a basis for the assessment of customs duties ; and (2) to submit to the Congress, at the earliest practicable date, a report thereon, with such recom- mendations for legislation as he may deem advisable, including such formulae as he may propose for adjusting the rates of duty imposed by this Act to conform to any change in basis he may recommend . There are hereby authorized to be appropriated such sums as may be necessary to carry out the provisions of this section, to be expended in the discretion of the President . SEC. 643. APPLICATION OF CUSTOMS REORGANIZATION ACT . The rights, privileges, powers, and duties vested in or imposed upon the Secretary of the Treasury by this Act shall be subject to the provisions of subdivision (a) of section 3 of the Act entitled "An Act to create a Burea u of Custom s and a Bureau of Prohibition in the Department of the Treasury," approved March 3, 1927 . SEC. 644 . APPLICATION OF AIR COMMERCE ACT OF 1926 . The authority vested by section 7 of the Air Commerce Act of 1926 in the Secretary of the Treasury, and in the Secretary of Com- merce, by regulation to provide for the application to civil air navi- gation o f the la ws and r egulatio ns relat ing to th e admini stration of customs, and of the laws and regulations relating to the entry and clearance of vessels, respectively, shall extend to the application in like manner of any of the provisions of this Act or of any regulations promulgated hereunder . SEC. 645 . TRAVEL AND SUBSISTENCE. (a) T RANS FERS IN FORE IGN COUNTRIES .-In the case of a transfer to or from an of ficial stat ion in a fo reign country, or from one official station to another in a foreign country, customs officers and employees may be allowed, within the discretion and under written orders of the Secretary of the Treasury, the actual and necessary traveling and subsistence expenses of their families in respect of such tra nsfer . The expen se of trans porti ng th e rema ins o f cus toms office rs an d emp loyees who die while in or in tr ansit to fo reign countrie s in the dischar ge of th eir offi cial duti es, to t heir for mer homes in this country for interment, and the ordinary and necessary expenses for such interment, at their posts of duty or at home, are hereby a uthorize d to be paid upo n the wr itten ord er of th e Secret ary of the Treasury. The expenses authorized by this subdivision shall be paid from the appro priat ion fo r the coll ectio n of t he re venue from customs . (b) TRA NSF ER OF HOUSEHOLD AND PER SON AL EFFECTS .-SO mu ch of the Act entitled "An Act to provide the necessary organization of the Customs Service for an adequate administration and enforce- ment of the Tariff Act of 1922 and all other customs revenue laws ", approved March 4, 1923, as amended, as limits the amount of house- hold e ffect s and other pers onal p roper ty of cust oms of ficer s and employees for which expenses may be allowed upon transfer from one official station to another, is hereby repealed . (c) T RANS PORT ATIO N ON FOREIGN SHIPS .-Notwithstanding the provisions of section 601 of the Merchant Marine Act, 1928, or of any other law, any allowance, within the limitations prescribed by law, for travel or shipping expenses incurred on a foreign ship by any officer or employee of the Bureau of Customs or the Customs Service, shall be credited if the Secretary of the Treasury certifies to the Comptroller General that transportation on such foreign ship was necessary to protect the revenue . 761 ADMINISTR ATIVE PRO- VIS IONS .
